    Mexico's COVID response rests solely in its President and admin. They can't blame the US.

    same as the US. The buck stops at the POTUS and his admin. they can't blame China, Europe, WHO, Obama etc

    I'm not talking about Mexico in general. Yes, they are responsible. That being said, American companies in Mexico were putting workers at high risk, by not giving them a safe working environment. The story behind this is sad.
