Actually I think the question is not a valid comparison and weakens the actual problems with the lack of testing. Of course the leadership of the country or any country should be tested everyday. If there ever was a break out in the leadership it could be dangerous. The last thing a country needs is a leadership vacuum. But the lack of testing is Trumps problem. Testing in capital hill though is must for national security.
So Trump has said it is up to states to handle the testing and coronavirus and he takes no responsibility but when the states get Praise he wants to take the credit. Sounds about right.
Trump - who is an idiot - doesn't realize that the best outcomes for him are: 1) having a serious covid response and non plutocracyrescue package that could maybe keep him from getting crushed in November (too late for this) 2) resignation in exchange for pardons and letting pence try to do 1 3) the one he is choosing, the Nero path. He will be hounded for the rest of his life. Also his mental collapse in November will be ugly. If I had unilateral power to give Trump a billion dollars to resign today, in exchange for legal immunity, I'd probably give it to him...still. And I think pence is a big dumb fool.

These are all hypotheticals regarding how this crisis would be handled if we had a different President but I am absolutely certain Clinton, or really any Democratic President, would be fought tooth and nail on their response towards it.
Or anybody of any party who was actually doing the job of being President. This includes terrible presidents like George W. Bush. Like, the work of having some plan and then executing on it. And not just trying to see how cable news talks about you. We squandered the first 3 months of Pandemic response. We have squandered 3 months of economically runious lockdown. What the actual ****, do your ****ing job instead of worrying about not doing it again for four more interminable years, dipshit.
