I saw some people saying it was dangerous of him to brake secrecy rules, but to be honest this story is not one I followed. I don't have a strong opinion on the captain. From the surface, he sounds like a fine chap.
It was no secret where his ship was. I do believe it was literally docked in port at Guam. Look up @heypartner 's post about it if you want specifics. Not saying he did or didn't break the rules or anything (we don't really know who he talked to and how things went up the chain of command), but I can totally see where he was coming from.
