Part of this is bad terminology. Test kits and tests are different, for example. I believe test kits here can each test hundreds or maybe even 1000 people according to the Colorado governor? It's really sad that we can't even get straightforward information on how hard it is to test someone.

If you get hospitalized and there's no known contact of a source, you do qualify. If you are in direct contact with a known infected or have recently traveled to place of outbreak, you qualify if you show symptoms (even without hospitalization)
I was reading how China wants to spin this into a win for their country. They messed up early, but cracked down hard and basically contained in their country. They are now sending supplies to Italy to help apparently. I was also reading they want to be the first to develop the vaccine and be seen as saviors rather than bad guys. We'll see.
