He knows he's outnumbered and that any strong opinions or actions will be reframed as threats or attitude, so he makes sure to get buy ins from the whitest, oldest men in the room when possible. That's not conservative, that's a black guy at a desk job.

He's moderate dem, which is very close to moderate republican on many issues (it's why they are called moderates). If you're looking at a scale that is based on all highly developed countries, then I'd argue that the American moderate left is actually moderate right globally. But for the context of purely American politics, Obama is definitely a moderate dem.
