Just my speculation but there must be a lot of tape recordings asking for help against political rivals by Trump and his administration for this to just be an everyday norm as Mulvaney put it. Here's the actual press conference timestamped when questions about Ukraine were being answered. Mulvaney pretty much admitted multiple times that investigating the DNC was one of the reasons aide was withheld. Can go to 41:42 of press conference for the carefree admittance of treason.
