Most people would regard pulling the flag to the ground (and not attempting to put it back) as an obvious disrespect and offense to the flag but signing on the flag is much less likely to be seen as so (some people do, but I doubt that constitute the majority). Taking into account that the incident happened on the National Day, a 15-day detention -- which is a punishment for petty crimes -- is fairly understandable.

Yeah I understand there is difference between the US and China. In China the panty manufacturer & seller are likely the ones that could get fined or detained. But I guess that is a level of difference that you guys would understand and respect.
Well, I do not think many people regard it as a disrespect. I do not know whether you know it or not, but Winnie the Pooh itself is NOT blocked on the Chinese Internet at the moment. It was blocked for a couple of days when the pictures that mocked Chairman Xi emerged, but then the ban got lifted. Nobody broke the law and was detained. Meanwhile, from a political perspective, it is also understandable that the authorities prefer not to use a US cartoon figure as the public image of the Chinese president among its people. Therefore the images that showed the resemblance were taken down as a level of censorship over the Chinese Internet.
