They have no idea because it's normal in america. The ones who are guilty are the chinese fans who gave them to sign it.
Lakers players signing autographs on the chinese flag, which is against the law. Breaking the law over there, and "degrading a national symbol" is not that simple. Probably it has caused yet another chinese outrage.
When you go to a foreign country you have to follow their laws. It's different than the Morey situation, when he was far away from China. Especially now that they are just looking at an opportunity to find a fault and bait. The NBA should have done a better job at informing the players.

I am not a legal expert. Just from basic readings online this is unlikely to be regarded as breaking the law. The cases that did get sentenced were more serious than this. The state media does not seem to mention about this. People on social media are strongly condemning the fan who initiated this (a few comments also targeted the player but those are the minority). Personally I do not think the Chinese authorities are as harsh as many people here seem to believe.
