    This might be a dumb question, but why isn’t Puig on the Indians roster for tonight (nor is Bauer on the Reds 25), yet a trade which happened today sees both Maldonado and Kemp active for their new teams?

    Are there rules on this? It seems Bauer and Puig are still in limbo, not on any roster.
