Yeah, that sounds about right. The more I thought about it, an IHPR requires a good amount of luck. You can lower that threshold by being really fast, but raw speed wasn't how Bagwell stole all his bases. He was a smart baserunner, so it makes sense that he'd be able to pull off something like stealing home where he had the control of the situation to do it.
