Yes. The fire resistance is only a show thing. In the books its heavily implied that the only reason she survived the funeral pire thing was black magic from the witch. Keep in mind in the books though she still hasn't taken over the Dothraki too.
I don't think that's relevant. The show is a different story than the books. If they want fire resistance to be a Targ thing then that is what it will be.
