Speaking of the Eagles, that team ALWAYS has cap space. When don't they? When are they not making moves? Every offseason, clockwork. Remember their "Dream Team"? (dubbed that by Vince Young, ha) Between the Eagles, Phillies & Sixers, I think that city just prints money.
The Texans won't do anything that makes sense to us. Last year they hired a bunch of grocery store employees to start on our offensive line and turned Deshaun into a ball-hogging track star.

I'm not really feeling any type of way so far. None of the players that have gone off the board so far, outside of Trent Brown, really piqued my interest. As long as CB, S, and RB options stay on the board, I'm fine with the Texans keeping their powder dry. I've always assumed we would try and address OL through the draft.
The salary cap in the NFL is so easy to manipulate and get around that you can always create enough present space to fill needs. Eagles do a great job of that.

That would explain why you're happy with the relative inactivity by the Texans. Some wanted at the least Trent Brown. Or Landon to replace Matthieu or even Desean Jackson.
