Now that the market is set, he’s probably not that far off. This might sound crazy but if the money is comparable, I might prefer Earl on a 2 year deal vs a 4+ year deal for HB. We have the cash and a 2 year window before DW gets paid. Surround him and JJ with as much talent as possible.
Not all safeties are built the same. Earl plays the same safety position as Justin Reid. Justin's first year tackling makes me want to keep him as FS, which is also how Earl is used best. If you bring Earl, you gotta figure out who's going to play the TM/KJ role. And now you have a log-jam at FS with Hal, Reid, and Thomas. HB (and to some extent Kareem Jackson) plays both safety positions.
