If it passed the Senate, it will pass in the House. The House is out of session right now, until next week I think. So they cannot pass it today, for obvious reasons.
While Smollet has undoubtedly made it more difficult for real instances of hate crimes, hopefully people will still believe these crimes still happen and will want to enact laws to address these crimes.

Speaking of hate crimes.... A witness said the recruitment table had a sign that said: "Hate Crime Hoaxes Hurt Real Victims," in reference to the case of “Empire” actor Jussie Smollett, who is accused of staging a bias attack against himself in downtown Chicago last month.
A racist hate crime happened here. It was orchestrated and carried out by Jussie Smollet. People know that racist hate crimes happen in our country. Incidents like this one are opening people's eyes to who the primary perpetrators of such attacks are. And that is a good thing.
Yeah these people are violent thugs. If that guy who instigated this attack is not locked up, then the California justice system is a joke and a disgrace. But since that happened at the uber-left University of Berkeley, who will be surprised if that thug is given a free pass? The University of Berkeley. Home of the free speech movement. Not anymore.

You appear to be correct. And it appears they do it at a pretty high rate based on the population's ethnic breakdown if your stats are accurate.
