Yeah, tax return isn't indicative of how much you pay or save in taxes. I think there are some people who are paying more in taxes due to some new deductable caps, but for the most part I think what many people are experiencing is the reduced money withheld for taxes ultimately reducing their tax return. Also, D&D, quickly.
I would assume most people would understand that. Taking that into consideration with what they were being paid.

I think you answered your own question... if only there were people who's job is to literally know what you should adjust your withholding to, or when there's an impetus to change them, or when the tax laws are about to change...
