The problem is BOB's track record, he won't call a time out to help give refs a chance to review a play, to avoid a delay of game, or to ice an opposing kicker, but he will call a time out when the other team is in their 2 minute offense in order to save them a time out. There's just no defending BOB as a coach, he's an absolute disaster especially when it comes to clock management.
