Yes, there is an advantage to holding the qualifying offer. 1.) For players that can demand a larger contract, the cap hold will be much less than the amount of the contract. 2.) Since the cap hold is less than the contract a player will eventually sign, it gives the team additional flexibility to pursue additional free agents. A team can extend a qualifying offer for a second year if a player holds out and does not sign a contract in the first year that a qualifying offer is extended. So, if a player wants to play ball, restricted free agency essentially forces the player to do one of three things: 1.) Sign a contract with another team with the possibility that the team that holds the right to the player will match the contract. 2.) Sign a long term contract with the team that holds their rights 3.) Sign the qualifying offer for one year. I am not sure what the rules are if a player refuses to sign a contract in the second year that a qualifying offer is extended. I am guessing that at some point, the player becomes a free agent, but could be wrong.
What about free agents and CC? For instance, if we had signed LBJ, I thought we had to take care of business in that area, allowing us to move over the cap to sign CC last ?
I am 98% sure you can always resign your own guys not matter what the cap situation is (over or under). If you are over, you can only use an exception or sign for vet min to sign new FAs.

No, the last move will likely be dealing Anderson. I also wouldn’t rule out the Rockets signing some one like Young or Len for part of the MLE or to the minimum.
There is no question in my mind that Anderson is the last move. And it is hard to predict what type of move it will be. And I think it could easily be a trade deadline move. I think the likely order of moves will be Melo (use most of the MLE) Melton (sliver of the MLE) Capela Anderson trade Does anyone know the status of Brandan Wright? I got the impression the Rockets would sign him to a Vet Min deal. But I don't have a feel of what "roster spots" will be available.

But, Ryan can go at anytime...like, "soon" : )...Forget about waiting and him having more value as an expiring. HE IS getting moved in the VERY near future.We don't have time to play around. This team is being reloaded, and needs the season to become a well oiled machine. And his contract is the facilitator. no time to split hairs.
You could make a case that Morey doesn't want to make any Ryan Anderson moves until he gets "closure" on Capela. Like, if Capela is hell bent on taking the QO, maybe Morey pivots with Anderson's contract and instead of target a wing, targets a BIG? Just keep the options open.
That would only be in a trade for Lebron. Signing Lebron for anything over $15 mill a year would have lost us Capela because we’d be hard capped
