    With the rainfall rates no matter what city there would be localized flooding

    It’s just laughable at this point.

    What we really need is to invest in a system of boats and rafts at the major flooding areas. They can be sponsored by Chevron and Exxon. Clearly, God wants the city to flood and there’s absolutely nothing we can do about it.
