No, they are trying to get under the luxury tax. They were willing to dump Kemba last year at the deadline only if someone would take on a bad contract and get them under the tax. They may also be cool with sucking, but the primary motive is and has been to get under the tax.

The 2019 FA class has a lot of good players, whether unrestricted or restricted. I expect Brooklyn to be extremely aggressive next offseason. Only crabbe is on the books going past next year. If they can move him to a team looking to improve with expirings (Phoenix), they will have a TON of cap space. Add to that, that they will be “competitive” but tanking for a high pick. And Brooklyn may finally be on the rebound
