He actually doesn’t. He completely picks up his dribble and then takes a step. He does it simultaneously though so that’s probably why it’s not called.
A step back is not a travel. Lmao... Anyone who says otherwise has never played a lick of basketball. It only appears a travel because a lot of you goofy folks be trying it at the YMCA and tangling your feet.
You rarely get called for a travelling in NBA unless it's blatant. All superstars do it - starting from LeBron and Kawhi. So unless you're going to apply the rules across the board to all players consistently, Harden shouldn't be the only one who gets called out for these kinds of moves.

The rule never specifies wich direction you can step off the gather. It’s a side step more than a step back. It’s damn near impossible to block since he’s left handed, the defender has to come across his body to contest. It’s genius in its effectiveness
