Superfund work touted by Trump EPA was completed years ago

The Environmental Protection Agency is touting cleanups at seven of the nation's most polluted places as a signature accomplishment in the Trump administration's effort to reduce the number of Superfund sites, even though records show the physical work was completed before President Donald Trump took office. The agency earlier this week credited the leadership of EPA Administrator Scott Pruitt with tripling the number of sites fully or partially removed from the Superfund's National Priorities List in 2017, compared with the two sites taken off in the Obama administration's last year.

Cleanups of Superfund sites usually take decades, spanning presidential administrations. An analysis of EPA records by The Associated Press shows that overall the seven Superfund sites delisted last year fell short of the average pace set under both the administrations of Barack Obama and George W. Bush, even in their opening years. All told, EPA averaged delisting more than 10 sites a year under the eight years Obama was in the White House. EPA under Bush delisted nearly 18 sites on average annually during his two terms.

EPA declined Friday to provide details of procedural changes under Pruitt that led to the seven sites being delisted faster. "In 2016, President Obama's EPA cleaned up two Superfund sites, but rather than cherry-pick individual years, it would only be fair to judge us upon the completion of our tenure," said Jahan Wilcox, an EPA spokesman. "Under Administrator Pruitt's leadership, we've completed the cleanup of seven toxic land sites and this is just the beginning." Records show that construction work at all seven sites hyped by Pruitt's EPA, such as removing soil or drilling wells to suck out contaminated groundwater, was completed years before Pruitt was confirmed as the agency's chief in February. Removing sites from the list is a procedural step that occurs after monitoring data show that remaining levels of harmful contaminates meet cleanup targets, which were often set by EPA decades ago.

President Donald Trump's proposed 2018 budget seeks to cut the Superfund program by 30 percent, though Congress has not yet approved a budget for the year. Pruitt says he will accomplish more with less money through better management.

So Lilly tested it on kids. The drugmaker believed the erectile dysfunction drug might help a rare and deadly muscle-wasting disease that afflicts boys. The drug didn’t work — but under a law that promotes pediatric research, Lilly was able to extend the Cialis patent anyway for six months — and that’s worth a lot when a medication brings in over $2 billion a year. Critics say the brand-name drugmakers are “gaming” the patent system, finding all sorts of ways to protect monopolies and delay competition from generics. And Alex Azar — the former president of Eli Lilly's U.S. operations, now poised to become the top U.S. health official — professes to oppose such tactics.

Lilly tested Cialis on Duchenne muscular dystrophy. Its competitor Pfizer tested Viagra in children with a lung disorder. Neither found a cure — Viagra was more likely to harm children than to help them — but both boosted their bottom line. Lilly didn’t hide its financial interest. The company’s public discussion of testing Cialis in children centered around the likely financial perks of having a longer monopoly on the drug for use in adults — not the promise of a new treatment for seriously ill children. In fact, sometimes the company openly highlighted that it could get the financial benefits, even if the pediatric trial failed. “The key purpose of these studies is to do relevant clinical trials done in in the pediatric population. And the studies do not necessarily have to be positive,” Lilly’s then Research and Development Chief Jan Lundberg said at a health care conference in March 2016.

White House renominates K.T. McFarland for Singapore ambassadorship

McFarland testified in July that she was “not aware of any of the issues or events” surrounding Flynn’s contact with Sergey Kislyak, a Russian diplomat who was ambassador to the United States until August 2017. But emails obtained by The New York Times in December revealed that McFarland had knowledge of a crucial email exchange between Flynn and Kislyak. “Ms. McFarland may have provided information to the Senate Foreign Relations Committee that conflicts with recent media reports regarding her knowledge and involvement in matters pertaining to contacts during the Trump Presidential Transition” between Flynn and Kislyak, among other matters, Booker and Cardin wrote in December, urging McFarland to answer additional questions on the matter. McFarland, a close associate of Flynn, was a controversial figure in her early tenure with the Trump administration because of the large gap between her past stints in public service. She left the National Security Council last April, at which time she was expected to accept her nomination for the ambassadorship.

The Ambassador to Panama has resigned in protest, no longer able to serve under President Trump.

"As a junior foreign service officer, I signed an oath to serve faithfully the President and his administration in an apolitical fashion, even when I might not agree with certain policies.

"My instructors made clear that if I believed I could not do that, I would be honour-bound to resign. That time has come," Mr Feeley said.

After a year in office, Trump has zeroed in on a group of personal advisors on intelligence matters, and Stephen Feinberg, a billionaire financier who has angled for a position in the White House for nearly a year, is top on the list to lead it. Feinberg will lead the President’s Intelligence Advisory Board, six sources with knowledge of the matter told Foreign Policy. The sources requested anonymity to discuss sensitive intelligence matters and internal policy. A spokeswoman for Feinberg declined to comment. Feinberg is the CEO of private investment firm Cerberus Capital Management, which owns the private security firm DynCorp International. Over the past summer, Feinberg and Blackwater founder Erik Prince both pitched plans for a private military force in Afghanistan to the White House.

The Trump administration’s top public health official bought shares in a tobacco company one month into her leadership of the agency charged with reducing tobacco use — the leading cause of preventable disease and death and an issue she had long championed. The stock was one of about a dozen new investments that Brenda Fitzgerald, director of the CDC, made after she took over the agency’s top job, according to documents obtained by POLITICO. Fitzgerald has since come under Congressional scrutiny for slow walking divestment from older holdings that government officials said posed potential conflicts of interest.

Buying shares of tobacco companies raises even more flags than Fitzgerald’s trading in drug and food companies because it stands in such stark contrast to CDC’s mission to persuade smokers to quit and keep children from becoming addicted. Critics say her trading behavior broke with ethical norms for public health officials and was, at best, sloppy. At worst, they say, it was legally problematic if she didn't recuse herself from government activities that could have affected her investments. “You don’t buy tobacco stocks when you are the head of the CDC. It’s ridiculous, it gives a terrible appearance,” said Richard Painter, who served as George W. Bush’s chief ethics lawyer from 2005 to 2007. He described the move as “tone deaf,” given CDC’s role in leading anti-smoking efforts.
