Not really, even if there are no legal term limits, a politician can still term limit themself and you have the same perverse incentives to ignore their constituents. The only real threat is impeachment/recall.
"Pander" is a pejorative for satisfying one's constituents, which shouldn't be seen as a bad thing. It's the difference between a representative and a ruler. And Senators were responsive to state legislatures, which are responsive to voters.
Except that is adding more layers and given that Senators have longer terms than most state legislators they have even less inclination to be responsive to individual voters. Anyway if you read the history of the Framers it is very clear they were very wary of appealing directly to voters, pander or satisfy one's constituents if you prefer.
