The throw short hopped him, not an easy play with a catcher's mitt. 2B was in shallow right and had no momentum on the throw. With 2 out it's not a terrible idea.

Not really. The staff and pen are actually faltering now and against weak teams. There is no proof that it will continue but it's more of a stretch that they miraculously become great. It doesn't look good.

 

Devo has been terrible since the all star break ! This A's team is full of a bunch of minor league scrubs who look like a bunch of silver sluggers against this bullpen
