To build a great team, you need patience and luck, big teams try to please their fan base every minute but it's impossible. Paris got to form a team, they got nice individual players but they got to work as a team. When Barca had the triumvirate of Neymar, Messi and Suarez they did not totally dominate European football........ They had their chance but it did not quite work out that well. You got to have other players dominate too.
