They probably should have but hindsight is 20/20. Houston's highways and roads are literally designed to flood on purpose. They're part of the flood control system so there's always a fear that people will get stranded on roads and highways as the water levels rise. Plus everyone blamed the city for the Rita evacuation so its hard to fault them for not jumping to that conclusion this time around. At the end of the day, an evacuation should have happened but I don't think its fair to cast blame on the city government. They got burned the last time they evacuated and Houston simply isn't built to allow for an orderly and quick evacuation.
All the evacuations are sad. Hope their homes don't get flooded. The storm's south movement isn't good. More rain and moving at turtle speed. Hope the Brazos and all dams/rivers/bayous hold. The Addicks release water should be hitting downtown at 2pm. Barker is set to release in 30 mins.
Honestly y'all, to clear the city, they would have needed to start evac when this damned storm was a depression. This was literally an impossible situation for the city.
And to add to that, most people would've refused to evac thinking nothing this bad would ever happen. There would've been hundreds of cars underwater on the roads right now with more people needing to be rescued.
So I woke up yesterday morning at 6 am with a couple of inches of water on the floor. I knew I was at risk but I guess deep down I didn't expect it to happen. I'd left my pants on the floor with my wallet in it the night before. Spent time getting kids ready, grabbing some spare clothes and putting things higher. The water eventually Rose to the height of the electrical sockets. So I had to turn off the power. The toilets don't work once there is water on the floor. And eating breakfast with your feet in water sucks. Willow Waterhole flooded straight into my house. We heard my mother-in-law's apartment didn't flood and it was just a few blocks away. I carried my youngest kids through waist-high water. Extra trips for the 2 dogs. Then more trips to bring clothes, food, etc. My neighbor asked if he could crash with us with his 2 toddlers so he came too. Willow Waterhole flooded straight into my house. Then we heard that the road was clear to come from the south to Westbury High. We were worried the first floor apartment could still flood. So we grabbed the clothes and started wading again. We reached a bridge over a bayou with a strong current. Lucky for us HPD was there with a dump truck. They picked us all up into the back with a ladder and drove us to the high school. My brother was able to get there from Katy and whisk us away. So, now we are safe. But my 2 cars are flooded. My house is flooded. Electrical is probably shot. Major appliances, furniture. Who knows if the chickens survived, or the bees. I'm insured though (apparently not all my neighbors are) and alive.
lulz...my ex-wife just rescued my ex girlfriend, who became FB friends a few years ago without having ever met...which is weird and awkward in itself. I didn't even know they knew each other's names...it was like 7 yr separation between the two in my timeline of gfs So, this is first time they met with one saving the other ... there is something symbolic about that. saw this video on facebook.. Well.....I have returned safely from my adventure! The water level and current are unbelievable on Gessner just South of Memorial before u get to the Briarforest bridge. The water was 6-8 feet deep and rippin!! Those homes along there are ruined! Passed over cars in the boat...I could see the tops of them below the surface. The water is rising with the opening of the flood gates at the reservoir!! I took out a few people and ferried a few. Complete devastation!! The video says it all.
We don't have the infrastructure to evacuate this many people quickly. We just don't. Remember Rita?? Spoiler
A city wide evacuation wouldn't have made sense. However, people in major flood zones could have been put on voluntary evacuation.
