So, what exactly did Trump do in this area? He signed a rather vague executive order, a week after taking office, directing the Pentagon to “initiate a new Nuclear Posture Review to ensure that the United States nuclear deterrent is modern, robust, flexible, resilient, ready, and appropriately tailored to deter 21st-century threats and reassure our allies.” Apparently, in Trump’s mind, that meant he made the nation’s nuclear weapons “far stronger and more powerful,” but that’s not how reality works. The Pentagon’s review is still underway – it started in earnest in April, and is expected to be finished near the end of the year – and substantively, nothing has actually changed.

SEATTLE -- The world -- and especially Seattle -- are anxiously waiting for North Korea's sixth nuclear test.

More than a month after US and South Korean officials publicly declared North Korea was ready to set off a nuclear bomb and almost two weeks since analysts said North Korea's only nuclear test site, Punggye-ri, was "primed and ready," no detonation has happened.

Michael Hayden, the former head of the CIA, along with other experts and analysts, has predicted that North Korea will probably be able to hit Seattle with a nuclear weapon aboard an intercontinental ballistic missile.

Richard Ellings, the President of the National Bureau of Asian Research, along with others, firmly agrees that North Korea doesn't have the capability for its missiles to reach Seattle yet, and likely won't in the immediate future.

Ellings said Seattle is a prime target.

"We are the ultimate target to hold hostage, from a North Korean perspective," Ellings said. "We have JBLM whose primary purpose is to reinforce the Korean Peninsula in case hostilities break out. We have Boeing, we have the trident missile base, intercontinental ballistic missiles on trident submarines. We have the shining city on the hill. We are the ultimate target to hold hostage from the North Korean perspective."

Interestingly, as first reported by The Seattle Times, Washington state law actually prohibits officials from creating a response plan specifically for a nuclear attack. Former state representative Dick Nelson sponsored the bill back in the 1980s in an effort to keep the federal government from coercing the state into planing for nuclear war.

“We’re prevented from coming up or preparing a specific plan to address a nuclear attack,” Karina Shagren, spokesperson for the state’s Military Department, told the Times.

Ellings says the missiles North Korea has right now can reach any part of Japan and South Korea. But it’s the intercontinental missiles the country is testing that are a concern for the West Coast of the U.S.

“There are missiles that are under development … that will certainly be able to hit the West Coast and especially Seattle, which is an ultimate target,” Ellings said.

I'm skeptical of an attack from N. Korea. I think they're just trying to command respect from potential hostile invaders to not attack them by saying they have the technology to retaliate if necessary. Similar to the claims Saddam would make to instill fear in local foreign invaders along the Iraqi border.

The president was responding to a report in the Washington Post that, according to a confidential U.S. intelligence assessment presented late last month, the North Korean regime has “successfully produced a miniaturized nuclear warhead that can fit inside its missiles.” Trump’s aides and staff will now be forced to fit their messaging and agenda to the president’s words. Dan Scavino, who runs the White House’s social-media operations, has already leaned into them by tweeting out a video of Trump’s comments at Bedminster. The episode represents a change in posture: for most of Trump’s presidency, administration officials have been reluctant to respond too forcefully in public to North Korean aggression and threats. One administration source put it to me this way after a previous missile test by North Korea: there’s no upside to a war of words with the regime of Kim Jong-un, whose provocations are about seeking attention. The president, for some reason, seems to have decided otherwise.

Additionally, Glenn Thrush of the New York Times reports that Trump “improvised” his “fire and fury” line and that chief of staff John Kelly was “surprised.” And Politico reporter Josh Dawsey has sources telling him Trump’s language on the likely U.S. response to a North Korean threat was “not carefully vetted language.” A source told Dawsey to “not read too much into it.”
