Can some explain the transfer fee system to me? Is PSG going to pay Barcelone 220 million euros on top of what ever they pay Neymar. In other words, are they going to pay around 100 million euros a year between transfer fee and salary over the next 5 years for Neymar?

In case of Neymar, it would be around 220mil just for the transfer and then an additional rumored 30mil/year salary. So the overall financial package for PSG over five years is ~370mil. Depends on the transfer agreements, the sum can be split over years or paid at once. Paying the whole sum is the more usual way, as clubs want to see an immediate return. This sum is then split into the annual proportion and amortized at the end of each year.

Technically yes, although the mentioned salary number (net or before taxes) is different in many leagues. In case of France, PSG will indeed pay 60+mil annually.
Ancelotti today said Sanches will stay until the end of the transfer period. Should mean he'll play for us this season and won't be moved, but you never know with Ancelotti's English.
