Not sure I buy that at all. If this was the case (where teams had the ability to announce on their own terms) Woj wouldn't have the career he has. Agents have to be called. Teams are made aware of movement and subsequent players involved have agents with loud mouths (think of the agents of some of the non-guaranteed guys). I just can't see keeping the cat in the bag for this long without Woj reporting it being close to done.

I can't tell if you're serious, and trying to find a reason for the deal is done, but we are just waiting around for the right time to announce it, while allowing participants to change their minds.
He can be traded, just not aggregated in salary matching. If a team wants him, it's easy to get him without aggregating his salary. Morey would just coach the other team on how to do a big deal as technically a bunch of smaller ones. But if the other team really needs his salary to be removed from their cap (by cutting him as aggregate in a larger "TPE"), then it would be really frustrating for this whole thing to hinge on an extra $2m of cap cutting.
