If i read that article correctly, they saw him on TV with an Isis flag then started to avoid him. I guess they dont practice See Something, Say Something over there. Or allowing cops to carry guns. What a soft target!
Yet the cops were carrying guns and took out the suspects in 8 minutes after it started. They seemed to have handled it exceptionally well.

I agree Tell me... What good is it for the average citizen who has no role in fighting terrorists to be 'alarmed'. This is the part I don't get. I thought leaders are supposed to keep their flock calm.

He isn't tough and it doesn't play well. He too much of a nice guy and got trounced in the Brexit debates. I guess they put him out there because he is likable.
'fear', 'concern', 'being alarmed' are all very good motivators to act. I fear cancer so i get a colonoscopy or a woman might get her breasts removed over the same fear. In this case, being alarmed my make citizens get/learn more self defense or be more vigilant.
