The USA really needs to just assasinate him and put Korean Americans or South Koreans in power. Kill all those loyal Kim and install a US military base long term incase there is an issue.

I just don't see a good outcome. This is like an entire nation of Branch Dividians, with much more firepower, just ready to set everything on fire and take as many nearby nations with them as possible. There is no taking over a cult. There is no "assassinate the leader and everything will be fine." These folks have been living, eating and breathing strange propaganda now for their entire lives. There just aren't many people left in DPRK who could remember the pre Kim Il Sung days. China wants to de-escalate things, but I don't think they want to deal with rebuilding that broken nation state or a flood of starving, half-crazed refugees if the regime fell. I hope every day I'm really wrong about all this.
Just start doing missions air dropping Texas BBQ to the local population with notes saying that if they successfully rise up against their leader they get more of it. 2 weeks later, the Kim dynasty ends and the Korean peninsula is re-unified.
Not really relevant to a discussion of "what to do" (implicit: NOW), but I'll answer your question: the entire world, from the end of the Korean War until right now, has in some sense "let" the DPRK accumulate and build a substantial military. I know you wanted to say "Obama!1!" but that is just one tiny piece of a full and honest answer.
Honestly, Korean BBQ can be pretty damned good. But I like the idea, give or take depleting our own supply of Texas BBQ.

Well it was meant as a joke, and Korean BBQ is actually pretty good, but in North Korea most of the population has never even tasted beef before.....Imagine how amazing it would be if the first time you ever tasted beef it was a really properly done brisket or beef rib? Hell even giving them South Korean BBQ might be enough to do the trick. All I've heard of North Korean cuisine is pretty rough.
