Interesting because in response to this thread, someone with the Rockets contacted me to say something similar to what @Reeko said below. But I'm not sure if they knew 100%. It would be nice if there was some official clarification by the NBA on it.
Ok, I suppose that is possible. But in that case, it is only 1 vote. But still. It appears that there are a lot of new voters this year. Will be interesting to see if some of new newer age media (stat geeks) get media votes. I would think that would benefit Harden as the stat geeks will dig deeper than round number triple double numbers.

It's a joke that fans even have a say on one vote. "Fans" are the reason why dickbags like Skip Bayless even have a job.
I believe fan voting as a whole counts as one single vote for the top 5. So, majority vote basically. Think of it as a MVP voting inside a MVP voting. The real MVP voting consists of I think 100 members, but this fan vote can be anywhere from 10,000 to 1,000,000. Lets say Harden gets 4,000,000 points in fan voting (meaning he likely got the most 1st and 2nd place votes out of everyone), Westbrook 2,000,000, and Kawhi, Thomas, and Lebron all get 1,000,000 then it would be casted as a voter chose Harden 1st, Russ 2nd, Kawhi 3rd, Thomas 4th, and Lebron 5th. Well, at least I think.
Westbrook will win the fan vote and it won't be even close. Also, how I voted. I feel like I did very well, and my votes were very objective. James Harden - Best beard. Should be rewarded for being groomed so well. Giannis Antetokoumpo - He was an ******* during the all-star game and that's enough to earn my respect. Joel Embiid - Trust it. Jursef Nurkic - Portland turned it around once he got traded there and has taken the title of Public Enemy #1 from Carmelo Anthony for the Nuggets. Buddy Hield - Pity vote for being traded to the Kings. Still an objective vote though.
