Well, league can block anything they want ... trades or new contracts. "Basketball Reason" case in point. I'm "willing to bet" this is the first time in 30-yr history of RFA that a Player failed to report on a match, so Team rescinded FREN, but then immediately signed Player under a new contract negotiation and Offer Sheet team was blocked. While all that is technically backed by CBA rules, I suppose both BKN and Utah can lodge a complaint, but with conflicting interests. BKN would want it all rolled-back (pointing to the sketchy, unprecedented nature of them get blocked with a new contract) and Utah (should they want DMo) would want to prevent that and point to the CBA rules saying Rockets must sign or return him to RFA status (with no Nets).
It is never that simple - that is my point, if the Rockets started NEGOTIATING with Dmo before the 2 day window, then it could be looked on as tampering - and thus the Nyets may be complaining and due compensation of some sort. DD
I just thought, what if all of this is about Morey and BJ/DMo circumventing the Nets offer sheet by planning to have DMo not report for the physical first, then renegotiate a new contract, then take the physical....and the Nets complained to the league about that because it gave DMo more money and the Rockets a better contract....basically using the Nets? Hmmmmmmmmmm...inquiring minds want to know.
Ok. Then he did not successfully report to the Rockets or any other team. Current situation as of now, to be continued. Better?
Maybe in came to the league's attention that the Rockets put DMO in the Inactive List for the Boston game... since they are 'in active' discussion with them.... he he he Seriously, there has got to be a happy ending to this whole mess.
I thought that might be a mistake on their part.....as it creates a paper trail of some sort....although I understand it......this feels like a paperwork legal mess to me. DD

Technically yes.....but he did attempt to report, the Rockets just sent him home and it's now the FO dragging this out. Now eventually we could find out that he did fail his physical, and that's why this is on hold, but right now we don't know.
There is no official statement, here, no way this is in the interest of the player. Dmo's reputation or in this case legitimacy in this league has been harmed, there is no going back. He can only salvage what is left to save.

Sure, and he has no way to try and salvage it until the Rockets either allow him to get on the court or release him and allow him to get on the court for another team. The Rockets continuing to drag this out only further harms DMo's reputation.
Unless DA missed something its states it right here why Rockets remade the deal and while BJA kept repeating we know our rights.
Sure, but how does any of that make sense, when DMo and Rockets could have just signed a contract to begin with, without the Nets offer sheet. Why go through all 'holic-esque machinations. I can equally say "It is never that complicated" But I don't like using the word "never" like that, not like the way you seem to use them for emphatic effect.. I'll go with "It is rarely that complicated." But hell, could be. Just like it could "simply" be something else.
Could be that other teams have asked the NBA to intervene and prevent DMO from joining the currently 'Hot' Rockets? naaaah... but sounds like the same "Basketball Reasons" thing that went down with CP3 and the Lakers.
Wouldn't it be funny if this 'failed' physical, was being considered as the same 'physical' DMo needed to pass to officially match the original Net's offer... when Rockets FO realized the league was about to send him straight to Brooklyn, they said...hold on, we still need more time to evaluate... we've sent him home... etc...
If BJ was good agent he'd get DMo a Viagra sponsorship from this. Because, just like Viagra, this situation is lasting longer than anyone needs.
It makes sense if the Rocket's weren't willing to pay DMo more without him letting the market set his price. Once the market set his price, but with terms that the Rocket's weren't necessarily happy with but would still match, maybe they decided it was worth it to pay a little more to DMo in order to get the flexibility that the team needed in exchange...so this was the best way to achieve it. That's not really complicated to me, just simple good business strategy, except that maybe other teams or the league doesn't like the way they did it.
