That tweet is right; this is the minor league phase of the Rule 5 draft. I forgot to mention that it's divided between a major league and a minor league phase.

Correct. Oleo was likely chosen as a replacement for Stassi/Pena and will be Heinemans backup in Fresno. Mortensen was chosen as a lottery ticket, possibly in anticipation of trading away a pitcher or two who are slated for AAA (or maybe even as a replacement for Hauschild).
Catching is a premium position in the minor leagues. You can never get enough. There are zero expectations that Eduardo De Oleo wlll ever make The MLB.
