The answer is easy, malakas. No. You don't have to be White to be racist. In fact, it's a bit absurd when you think about it, as if there isn't racism from "non-White" groups towards other ethnicities. I can give you an easy example. India. It has racism that, despite some real effort by a lot of people, still exists. It is based on their caste system. Having spent a few months there an age ago allowed me to witness it first hand. China is another country most people here probably don't associate with racism, but it exists there, as well. Having said that, I'll switch to this country. There is still widespread racism, but things have improved tremendously here since the 1960's and the passage of the Civil Rights legislation that Democrats Jack Kennedy and LBJ were responsible for. I'll add that, in my opinion, the word Bigot serves just as well to describe discrimination as the word Racist. It covers more territory.
I have seen first hand what you are talking about as far as people from India are. I used to work with an Indian lady who was one of the sweetest, nicest people you would ever meet. We both functioned in the same role and had 26 people who reported to us either directly or indirectly. When she first started, she had issues with hurting the workers feelings because when she spoke to them she tended to treat them like servants the way she would in the Indian caste system. It really hurt her feelings that people were getting mad at her. I had to do a lot of coaching to help her learn how things are in America. Within a year she had learned the differences between the two nations in regards to how to treat people and got along great with everyone. There is not a racist bone in this ladies body as she was originally treating people who worked for her in the only way she knew due to the way she was raised. She thanks me to this day for teaching her how to treat people here.

Minorities can totally be racist. Usually to one another. You don't have racism towards whites as whites are usually thought of as superior in society - there are not any negative stereotypes that are really damaging to a white person. They consist of being bad dancers, and not being able to jump very high. Otherwise white people are accepted as being talented and successful at anything. That's why many people say there isn't racism towards whites. I think there is hatred for whites though and anger - for instance during the L.A. riots white people were attacked and that of course is racism in its worst form. Also when white cops are shot for being white cops that's racism naturally. But the vast vast majority of hate and discrimination is directed against minorities. There is systematic racism such as the prison system and depressing voter turnout, and there is cultural racism is what most people refer to - such as blaming immigrants for our problems or saying Muslims are people to be feared which is what Trump is doing. Our alt-right friends here like to pretend racism is just disagreeing or saying things that are not PC. But if you want to say that beating up minorities, or discriminating against them, or saying women are things you grab by the p***y - then you are a racist/sexist/etc. But to them it just means you say it like it is. That's the disagreement.

First, we can distinguish "bigotry" from "racism". Bigotry is the more general term of having a prejudice against someone else based on some personal quality beyond their control (e.g. race, ethnicity, gender, sexual-orientation). I think most people define racism as bigotry with respect to another person's race. However, "racism" is sometimes used to refer to broader sociological dynamics which cause people of certain racial groups to be (on balance) disadvantaged due to bigotry. It is in this sense that some argue that people of certain "disadvantaged" racial groups can't be considered racist against people of more "advantaged" racial groups. This is obviously a far more controversial subject. It would be useful if we adopted different terms to reference exactly what we're talking about. There's too much time wasted on debating the meaning of words, rather than discussing the underlying disagreement over issues.
It's too glib to claim that everyone is racist or bigoted. People are human and most people, if you give a chance to talk to them, will respond in kind to give a chance to talk to you. Some people are social just enough without letting you in on their private thoughts or actions about race, but that goes both ways and it's much better than not communicating at all. Now with the racism as power angle, it is a valid argument to claim a threat on the current American race hierarchy is met with an equal response among whites. Whites take preference in the media, corporate ladder, poitics local/state/federal. That whites among all income stratum chose Trump over Hillary (with educated white women just barely [55%] choosing her more) indicates some implicit acknowledgement of this hierarchy or privilege. Trump making racially charged cues was good enough to pull people out of the shadows to vote for the first time in a long time. That's not to say minorities or other self described groups voted monolithicly. They didn't either. What they were more confined to was class and income status rather than racial identification. Tl;dr white people arent racist. Most will rationally choose to maintain their privileged status even if they can't admit or acknkowedge it.
Better question: do you have to be male to be sexist? Coz WHITE WOMEN VOTED FOR DONALD TRUMP, so "the white woman" can just quit blaming men for the next four years, as far as I'm concerned.
I think racism in NA is relatively less than what's in Europe .minorites tends to be more...hostile so to speak . But when it comes to discrimination against women in particular ,there is no such thing ...at least NOT in Houston,it seems like there is a shortage of women of all kind [:
It's not impossible for non-whites to be racist. It just has almost no effect. There isn't a long history of racism and discrimination against whites. Whites hold almost all the power in corporations, government, the legal system, etc. So their racism has much more of a damaging effect.
