Who says that they never intend to use it? Just because they've rarely decided to use it doesn't mean that they never intend to use it. With temperatures in the mid 80's, it would get pretty warm in the stadium, if it was 10 degrees cooler, they might have opened it. Either way, it's all about having the option.
I think it becomes a decision for the coach ultimately. But that one year that Ike damaged it and they left it open the whole season I had season tickets and it was awesome
