And Peru deserved a penalty kick anyway. So I think it a fair result anyway. Peru has not missed the quarters for a long time. But review is so easy in soccer. Just give a central center 3 minutes of ongoing continuous play to correct a penalty. No need to even stop a game. Just keep playing until the center rewards a penalty or takes away a goal. It too easy.
