Tyrion was put in an impossible situation and is only trying to cut off funds to Sons of Harpy. You seriously think Dany won't understand this? Tyrion will happily get behind her abolishing slavery in Slaver's Bay when she returns with an army of 100,000 dothraki. It would be stupid for the show to bring them together only to see them become adversaries over Slaver's Bay.
