There aren't any hole locations that are unfair to any particular player. All the players play the same course, with the same hole locations, so it's fair or unfair for everyone. Hole locations can certainly have an impact on the final scores. But it impacts the entire field, not one player. Tour players are provided a pin sheet showing hole locations before each round. I'm not sure when the pin locations are selected, but I don't believe final hole locations for all four rounds are selected before the tournament starts. Sometimes weather conditions may play a role in where a pin position should be placed as the tournament unfolds.
