Toronto. Wait, what was the question? Really though, it depends what kind of "Euro" you're taking about. If it's a big city with international appeal like Paris or London, then I think New York is the only city that qualifies. If we're talying more quaint "Euro" like Bern, Switzerland or Bruges, Belgium or something, then I think Portland, OR could be in the running.

New York, Boston, and San Francisco are definitely on the list. I'm not sure what order. DC could be on there, but I would put it slightly below the others. That being said I haven't been there in quite a few years.
Since you say "American", I'd say Toronto. Then other Canadian cities like Montreal and Vancouver. If you're thinking "United States"? Probably a clean liberal white Bernie Sanders-voting city on the West Coast, say San Francisco or Portland. Someone mentioned New Orleans. It actually reminded my wife of her native Brazil (rather than Europe), as we were there in August (hot as hell), it's decrepit but parts are beautiful and touristy, a lot of African ancestry (like Brazil) but every skin color possible.
Seattle? They dress differently, are all about clean energy, have different districts (someone needs to verify this as I only went once), and expensive as hell.
