No. I believe it is illegal in the States. However, this stuff IS bet at offshore betting sites. I saw a piece on Fox News yesterday touting Jaime Gold who is an odds expert. (he won the World Series of Poker several years back). His basic point was that people don't screw around when betting money and that therefore the odds reflected are more accurate than polling.
