By rebuilding on what would be a radioactive wasteland? And remember, they exploded it not far from Downtown Houston/University of Houston and the industrial southeast-side was not far. I'd imagine it would be an oily radioactive wasteland.
don't worry...there will be a big memorial wall with all you houstonians' names on it set up on I-45 just before you reach the radioactive checkpoint of no return. people will be visiting it in an ID 2 scene to pay their respects. i will be there from DFW.
