If I had to guess, the black ministers in conjunction with the white ministers like Ed Young worked over time to defeat this ordinance. Black people tend to be socially conservative, strangely homophobic, and oddly don't see LGBT civil rights as part of their own fight for civil rights. So it makes some sense why the ordinance would fail in a city that tends to vote Democratic.
