This is clearly a Dyson Sphere type structure -- they don't have to completely enclose the star to work. I for one cannot wait to wage war with these creatures -- we must gain control of The Sphere.
New Horizons isn't nearly that fast (not moving at .067% light speed) -- there are several probes that have gone faster and one probe that will orbit closely to the sun that will be moving near .067% light. That's about 500,000 mph.

Sure, but at the same time, that also means what we're seeing right now was from the year 515 or something. Think about that in terms of our own history.....hell, the Renaissance was almost 1000 years away, and with that came some of our most advanced astronomers finally figuring out just what in the God's name was going on out there. To these aliens, we're probably nothing more than Neanderthals just learning about fire.
