Technically it is... but it's a "rule" that isn't really a rule because it is purposely never enforced. So it's basically legal even though it shouldn't be by the letter of the law.
No it's not: a carrying violation occurs when the player handling the ball has their hand under the ball at any point during the dribbling motion, causing the ball to be considered at rest. At no point did he have his hand under the ball during this sequence.
