    There was a huge debate over capping this reservoir, to protect the water against terrorists. Seems like over-reaction to dump the water, but the place that the water is coming from is always full. Plenty of rain.

    Yeah, I don't think Portland has a freshwater supply problem.

    Now, SoCal is probably saying...damn, we would have taken that water off their hands.
