So am sitting her on my computer, and all of a sudden the keys on the top row get all screwy. For instance, the key for volume increase brings up the dashboard. the lower volume key minimizes the current page. Delete is doing something that I am unaware of or it is not working at all. Does anyone know what is going on or how to fix it?

Only thing I can think of as well. Did you try a restart? Look in your system prefs --> keyboard and make sure the option to use 'standard function keys' is UNchecked. Other than that....I dunno.
nope, and the rest of the keyboard works fine, its just the "f" buttons on the top row yep, did all these things
Definitely sounds like something with the function key. If you hold function and then the volume increase button, does it actually increase the volume? If so, try toggling that "standard function keys" check-box like Lynus said until it acts the way you want it to act.
Found this after a lmgtfy. Go to System Preferences> Keyboard and Mouse> Keyboard. There is a check box at the bottom. If it is checked your function keys will act like they normally would - F1, F2, F12 etc etc - and when you hold the function key and press them you will get whatever else the key is for (brightness, volume, etc). If it's not checked it'll be the other way round. I see that's been posted more or less. You sure this isn't it, as it would cause exactly your problem?
I overlooked this post earlier. It was unchecked, so I checked it (I know you said the opposite), but all the F keys work correctly now However, arrow keys and "delete" are still having problems
Just wondering, but how would that happen on its own? I was literally sitting here with my e-mail open and a paper I was working on and all of a sudden it did this
...? Mine is Unchecked and my function keys behave as you describe wanting them to behave: F1 and 2 for brightness, etc.... I have no idea. Try a permissions repair or something maybe? Disk Utility --> Repair Permissions. Either that or it's those darn computer gnomes at it again.
I think CMD+F5 toggles it. You probably accidentally hit it. Also, listen to Lynus and leave that box unchecked. Checking it doesn't really 'solve' your issue. EDIT: actually I don't remember off the top of my head whether that's the combo. I'll look it up for you when I get the chance There is also a 'restore keyboard defaults' button on the system pref->keyboard->keyboard shortcuts might want to try to hit that
