Question About Re-Opening a Credit Account

I am looking to get some new furniture to replace the aging set that is in my living room at the moment. My girlfriend has a credit account through a company with some great rates (no interest if paid off in 18 months) or at least she thought she did. When we went to purchase the set we had picked out they ran the card and said it was declined. We contacted the company who issued the account and said it had been closed by my girlfriend after the last balance was paid off but that she could apply for another account. My girlfriend said she had not done this and she called her mother and her mother closed the account because she thought that is what my girlfriend wanted. By the time we had figured it out the company had closed so we were not able to ask them anymore questions so I am turning to my BBS pals.

My question is if a credit account is closed can it not just be reopened by the person who opened it in the first place? Since my girlfriend did not close the account does she have anything to go with there? I mean if she is unable to get this account reopened then I am not opening an account and I don't want her to reapply because that is just nonsensical to me. Anyway, any information is appreciated. Thanks in advance!

I had an instance where I pulled a credit card out that had a zero balance and hadn't been used in over a year. It was declined at point of purchase. Later I found it had been "de-activated" by the Credit Card company due to lack of use.

I was instructed to mail/fax in a written request to re-activate the account if I wish...

Like I said, her mother closed it out so I don't know if that makes a difference or not.
