    Continuing the work done by Bimathug (see here: http://bbs.clutchfans.com/showthread.php?t=217458), I decided to write up a summary of how the free agency might play out given the team's salary situation.

    First, a few preliminary notes:

    1. There are tens of thousands (or more) variations as to what the Rockets may or may not do in terms of trades, cap holds and team options on players. For the sake of making a workable summary, I've decided to assume the following as a "baseline" scenario-- basically where the team will be heading into free agency if they make no significant moves, other than (a) waiving Dalembert (this must be done before July 8), Fortson and Simpson, (b) renounce their Bird Right on Camby and Boykins.

    I made the assumptions because (a) the team cannot have significant cap room without waiving Dalembert and renouncing Camby (who can still be signed back using cap room, it's just silly to keep his $11 million + cap hold on the books), and (b) Boykins, Fortson and Simpson are immaterial talents.

    In any case, the math looks like this:
    <style type="text/css">
    table.tableizer-table {border: 1px solid #CCC; font-family: Arial, Helvetica, sans-serif; font-size: 12px;} .tableizer-table td {padding: 4px; margin: 3px; border: 1px solid #ccc;}
    .tableizer-table th {background-color: #104E8B; color: #FFF; font-weight: bold;}
    </style>

    2. The following numbers are relevant: (a) $58.04 million-- the likely salary cap, (b) $14,510,000-- 25% of salary cap, the "max" for restricted free agents, (c) $17,412,000-- 30% of salary cap, the "max" for more experienced unrestricted FAs (i.e. Deron Williams).

    3. I am using the "cap hold" numbers for Lee and Dragic ($5.56 million and $4.01 million, respectively)-- these are what each of them count against the team's salary cap until they either (a) re-sign for a different amount or (b) is let go.

    My guess is that Dragic will end up costing significantly more than his $4.01 million cap hold while Lee will end up costing a little bit less than his $5.56 million cap hold. The "cap hold" numbers used here to illustrate the point that the Rockets can have Dragic and Lee's cap impact limited at these amounts, use all the cap room that they have to sign an outside free agent, then go back to sign each of them to whatever $ amount they want (subject only by the max) even if their team salary exceeds the cap as a result.

    For example, they can offer Dragic a starting salary of $9 million, but ask him not to sign the contract until they use the extra salary flexibility (a $4.99 million difference) to sign an outside free agent first.

    4. Under the above assumptions, the Rockets would have roughly $8.16 million in cap room heading into free agency unless they make other moves.
    With these notes out of the way, the following are some ways in which I can see free agency play out:

    I. The Simple Case: Kris Humphries

    Now, the team very well decide to not use their cap room on any outside player if there isn't a good deal out there. However, lets say that they find someone in which they are interested in the $8.16 million range-- and I think Humphries might be one of these guys-- this is how the salary might work: They can give the guy a 4 year contract, starting at $8.16 million with 4.5% annual raise. This will end up being roughly $35 million contract (or $8.73 million average).

    One issue with doing this kind of signing-- or in fact any significant free agent signing is what it might do to the Rockets cap situation for 2013. Specifically, if the Rockets signs someone to a 4 year, $35 million deal, they'll have almost $37 million in salary committed for 2013-14 BEFORE accounting for what they pay Lee and Dragic. This probably means they will have to amnesty Scola in order to have significant 2013 cap room.

    This is not to say they won't make such a signing, just that they'll have to consider future cap situations and not allow landing a decent player now prevent them from possibly landing an elite player later.

    II. The One and Only Deron Williams

    There is only one real "max guy" among the unrestricted FAs: Deron Williams. Not that he is likely to sign with Houston, but here's what it might look like if they manage to sign him. Basically, the easiest way is renounce both Dragic's (redundant if you have Deron, and still have Lowry) and Lee's cap holds . This will open up more than sufficient $ to sign Deron to a "30% cap max" contract. Such a signing will take the team's 2013-14 salary to more than $46 million on 10 players-- won't have enough room to sign another max free agent (Dwight Howard?) unless they open up some room (can be done if they trade/amnesty Scolar or trade Lowry).

    III. Restricted FA: Eric Gordon

    There are a few top restricted FAs who may be worth pursuing, even though the probability of landing these guys are fairly low (due to the matching rights) enjoyed by the player's original teams. I am using Eric Gordon as an example here, but there are probably other similarly situated guys (Roy Hibbert?).

    Anyhow, in order to really have a chance at these guys, you'll need more than the $8.16 million the team would have in the "baseline" scenario. In fact, you'll probably need close to the $14.5 million "25% max" in cap room in order to make an offer that the player's current team would consider not matching:

    So, here's an example of what you can do: Renounce Courtney Lee's cap hold, and trade Greg Smith for no money in return. This will allow the team to offer only $22,477 less than the $14.5 million max and dare the other team to match.

    Alternatively, you can also try to workout a S&T for Gordon. NOH won't like it, but they'd consider it if they are dubious about matching such a contract offer.

    IV: The "Gilbert Arenas Free Agent-- Omer Asik

    Omer Asik is a guy in whom the Rockets had expressed interest. He is restricted, but there is a realistic chance of the Bulls not matching a significant offer because they are a tax paying team and have big $ locked up on Rose, Boozer, Noah and Deng and will have to pay Gibson (or let him go) soon, too. R estricted FAs with 2 years or less experience like Omer Asik are subject to the "Gilbert Arenas Clause" (See here: https://webfiles.uci.edu/lcoon/cbafaq/salarycap.htm#Q38), which limits an outside team's offer to roughly the MLE in the first two seasons, but then allow a big jump up to the max in 3rd and 4th seasons.

    Long story short, this means that an outside team like the Rockets is limited to offer Asik no more than (an average of) $9,974,488 per year for 4 years. I think he may well be worth this amount-- the guys is really a top defender and rebounder and is simply a large human being.

    This is an example of what they might do to clear the $9,974,488 in necessary cap room: Trade the 16th pick and Greg Smith for a future pick (or anything that has no current $ in return).

    Alternatively, perhaps the thing to do is to work out a S&T for Asik. The Bulls might actually be amenable given their cap/tax situation.

    For your Asik scenario, why would you need to clear 9 million? Wouldn't you just need the MLE cap room since thats the limit for the first 2 years?

    Awesome job with the scenarios CH. I gotta admin, I thought I was the only one to use tables when playing withe salaries, but I gotta rep you. I'll be messing with your google spreadsheet for a while. I'm trying to find a way of getting Martin off of this team sooner, rather than later @ the Trade Deadline. But I think Lowry will be gone by Draft night.

    1.) I don't get your man crush on Kris Humphries. Yeah, he's a good rebounder and all, but c'mon. :)

    2.) I like Omer Asik, but I wouldn't want to be the GM that has to build a team with Asik counting $14-15M against the cap for two years. the contract you offer.

    Other than that. Good job.

    Never mind. I always thought the cap hit wouldn't get averaged out. Turns out it does, if it's not your own free agent.

    Please continue. :)

    Thanks, all, for the comments.
    Just trying to think of a guy who can reasonably be expected to earn the $8-9 million per year, matching the cap room the Rockets would have in the baseline scenario.

    Renouncing Lee and Dragic might be the easiest thing mentally to create cap room for Williams, but doesn't seem like the best thing. Losing Dragic seems inevitable if we did sign Deron Williams. But, I'd hate to lose Lee too. But, it's hard to think of a way to do it that isn't just as costly.

    You could amnesty Scola or Martin, but that might hurt competitiveness just as much as losing Lee.

    You could trade-down the veterans -- trade Scola and/or Martin for lesser players with a lower salary. You need about a $5m savings on such a trade, and it'd probably be pretty hard to find a partner who is able and willing to do it given the confines of the trading rules.

    Haha. Yeah, right. You made this scenario up ONLY to mention the possibility of a Kris Humphries signing!

    What's next, an Aaron Gray signing scenario? ;)

    I honestly think if we can convince people to come here we easily have the flexibility to say sign a marquee FA like eric gordon AND resign dragic by simply shipping martin for a large trade exception or amnestying him if it comes to that

    We could also amnesty either Kmart or Luis to get even more cap room.

    I played around with the cap implication of a KMart trade, too. Sending him to the Nights Watch re-joining old Lord Commander Mormont, thus giving the Rockets $9 million or so extra cap room.

    After looking at the numbers, I am not sure there is whole lot of cap-related benefit to this. According to the calculation (see table below), what it would do is either (a) allow the Rockets to have max cap room ($17.8 million) without renouncing Lee and Dragic, and (b) allowing the Rockets to have $12.7 million in cap room (i) without renouncing Lee and Dragic and (ii) while keeping Dalembert.

    You can get to these numbers without trading KMart. If you are going for the max to sign Deron Williams, I'm not sure you are that worried about keeping Dragic and you may well prefer KMart on an expiring to Lee on a multi-year deal. I'm also not sure Dalembert (and other pieces, probably including a re-signed Lee) are really worth keeping over Martin on an expiring contract.

    I can see a trade happen if the Rockets have some clear FA or trade target in mind for which the cap room would be critical.

    A couple things about amnesty:

    1. You only get to use it once. So, if you used it to get rid of Martin's one year remaining, you'd be out of luck next year if you need it to create cap room by getting rid of Scola's deal.

    2. Given the lack of true max free agents and the current salary situation, the Rockets can create room for essentially any player they want by making moves without using the amnesty (besides renouncing Dragic and/or Lee, they can trade the picks for future ones, trade Lowry, Patterson or Morris, plenty of options), it is likely unwise to use this season to rather than save it for next year and possibly use it on Scola.

    3. There are likely multiple cap-saving trades you can make with Martin that will land you some asset. Besides the Minnesota example in my last post, there will be other under-the-cap teams who not mind taking on a 1-year contract so that they have flexibility in 2013 (when Dwight Howard and CP, among others, are scheduled to become FAs).

    You can add Gordon and keep Dragic without shipping off Martin. See the Gordon table in the OP.

    well...thinking about it then...we can offer a large contract like that to asik...and it would be the best case scenario for us.... because we bulls would also have to take that average annual salaray (9 mil) cap hit correct?

    This makes me curious because a lot of people say we have no chance at him because the bulls would match a 4.5 MLE cap hit...and that was the most we can pay.

    Just want to verify...bulls would take that 9 mil or so cap hit as well?

    Looks like we may have some competition for the head of salary intelligence. BimaThug vs. Carl.H. Who will win ? Who will provide more interesting and compelling story lines. Let the games begin! In all seriousness good work carl.

    Forget Gordon. New Orleans will match anything we offer. Why lose Lee or Martin to sign an offer sheet that's going to be matched?

    The capholds are already in the table. You wouldn't sign D-Mo or any draft picks until after we've done whatever we're going to do with our cap space. We can exceed the cap to sign those guys at the end. So, no effect beyond what is already shown.

    I think the Rockets pursue of the "Eric Gordon" (i.e. any top restricted FA) will play out more in the fashion of what they did with Marc Gasol: They won't actually sacrifice an asset (the amnesty clause, or renouncing Lee's rights) in order to sign the player to an offer sheet, instead, they'd just agree with the player to make him a max offer pending the cap clearing move and, at that point, either negotiate with the player's own team for a S&T or for the player's own team to offer the player more to get him back.

    In any case, I agree that New Orleans will likely have to match all outside offers-- can't let the primary piece they got from the CP3 trade go for nothing. My guess is Asik would be one RFA that you have an actual likelihood of prying away from his own team given the Bulls' high payroll and the impending tax obligations.
