This is interesting. I would think that if we wanted to know how "civilized a culture is" we might look at an array of factors and not just one. Perhaps a culture that gave rise to an ideology that exterminated millions of Jewish people is a culture that can never be considered civilized, I would think not as I don't think that any one thing or event can define a culture. Or maybe we should judge a culture based on how it treats its criminals, treats its poorest citizens, or how it treats it treats mental illness or addiction. Perhaps none of us is civilized, we just think we are. This sort of belief of superiority or inferiority of culture is what likely gives rise to the worst of human atrocities.

 

I always did think the Nordic states are more civilized than the Anglo-Saxon ones.

United States of America---18.3% representation of women in politics.
Israel---22.5%

Cuba---48.9%

But seriously, it's a pretty broad generalization, but also is definitely way down the road on the right path. Treatment of women, culturally, does say A LOT about a culture.
