Probably because that's at which point the bullet is approaching its target with the most power, not necessarily because it is an "easy" target. It's sort of like not trying to determine a sprint runner's top speed at the beginning, but at the end only. I think we all know that people wouldn't shoot someone else that close "on the clothing", but on the head, maybe execution-style. I laughed at your question, though. Good point.
